Strengthening institutional capacity and efficiency in Public Administration
PROJECT NAME: SimpliMAC - Improving public efficiency through administrative simplification

As part of an application to the European Regional Development Fund INTERREG MAC 2014-2020, based on Priority Axis 5 - Improving institutional capacity and efficiency of public administration, RIAC, I.P., is part of the SimpliMAC project - Improving public efficiency through administrative simplification. The "INTERREG VA Territorial Cooperation Program," with a 2-year execution schedule, has funding of €150,000.
The project involves the participation of the Azores, Madeira, Canary Islands, Cape Verde, and Senegal, with the lead partner being the Directorate-General for Modernization and Quality of Services of the Government of the Canary Islands and the Partners: RIAC - Agency for Modernization and Quality of Citizen Services of the Government of the Azores, the Regional Directorate of Public Administration and Administrative Modernization (DRAPMA) of the Government of Madeira, the State Reform Coordination Unit (UCRE) of the Government of Cape Verde - NOSI - Operational Center for the Information Society of Cape Verde (Public IT Company of the State), the Office of Organization and Methods - General Secretariat of the Presidency of the Republic of Senegal / Directorate for the Renewal of Public Function of the Government of Senegal / State Information Technology Agency of Senegal. * Third-country partners do not receive ERDF.
The main objectives of the project are highlighted:
- Creation of a transnational network for the co-production and implementation of a strategy to improve Administrative efficiency
- Sharing of instruments, information management resources, and positioning on various matters within the scope of information governance in public administrations, through the construction of a common portal;
- Identification of the transnational objectives pursued by the project, the coordination mechanisms between partners, and the detailed action plans to be developed in each territory;
- Development of a strategy, adapted to each organizational model, that promotes transparency, participation, and collaboration of citizens and public officials in the process of administrative simplification and cost reduction.
- Simplification of processes and cost reduction
- Development of a support guide aimed at public officials for the simplification of administrative processes through a logical and simple process;
- Design of a computer application for monitoring and evaluating the simplification of procedures and for reducing administrative costs.
- Efficient change management with a focus on progressive adaptation
- Creation of a team of consultants, internal or external, (functional administrators) who accompany the organization and its leaders in the process of implementing a new working method;
- Creation of a team of technological consultants, who support the organization in the process of configuring and exploiting the adopted technological tool.
